ESTABLISH SERVICE
To establish service requires an in person visit to our office to complete an application for service and pay any necessary fees or assessments. Security deposits paid at time of establishing service earn 6% interest and are refundable after two years, if you establish an A-1 credit rating.

DISCONTINUE SERVICE
To discontinue service requires written notification of address, date service is to be discontinued and if possible a forwarding address. You should stop by our office to complete this notice.
Any security deposits you may have are applied to your final billing.

NON-PAYMENT POLICY
If your payment is not received by the due date, your account is charged a 3% penalty and you will receive a final past due notice advising your balance due, last date you can pay to avoid termination, and applicable service charge if service order is dispatched to disconnect.
The Richmond Utilities does provide special payment arrangements for RESIDENTIAL customers on occasion have difficulty paying their bills.

If your payment has not been received or you have not made special payment arrangements by the date indicated on you final past due notice, your service will be terminated. Once we dispatch the service order to disconnect for non-payment, you are required to pay the balance due on your account in addition to the service charge.

GENERAL BILLING INFORMATION
Utility bills are rendered on the first of each month and are due on the fifteenth of each month. To avoid a monthly late-payment of 3% when paying, the following apply:

1. WHEN PAYING BY MAIL:

a. When the fifteenth of the month is Monday through Friday, the payment must be in our post office box by 8:00 a.m. on the sixteenth.
b. When the fifteenth of the month is Saturday or Sunday, the payment must be in our post office box by 8:00 a.m. on the second following working day.

2. WHEN PAYING IN PERSON:

a. When the fifteenth of the month is Monday through Friday, the payment must be made by 4:00p.m.
b. When the fifteenth of the month is on Saturday or Sunday, the payment must be made by 4:00 p.m. on the following working day.

3. WHEN PAYING IN THE 24-HR. DEPOSITORY
(Located at 300 Hallie Irvine St.)

a. When the fifteenth of the month is Monday through Friday, the payment must be deposited before 8:00 a.m. on the sixteenth.
b. When the fifteenth of the month is Saturday or Sunday, the payment must be deposited by 8:00 a.m.

REMINDER: DO NOT PUT CASH IN THE DEPOSITORY- RICHMOND UTILITIES CANNOT BE RESPONSIBLE FOR ANY CASH IN THE DEPOSITORY.
